Overview

The Council of Great Lakes Governors has administered the Great Lakes Biomass State-Regional Partnership (GLBSRP) under contract with the U.S. Department of Energy (DOE) since 1983. This is one of five regional programs established by DOE designed to encourage greater production and use of biomass for energy generation. Biomass includes wood, crop residues, municipal waste, and other organic materials. Biomass can be converted for power production and transportation fuels including ethanol and biodiesel.

The Great Lakes Biomass State-Regional Partnership States include: Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin. A Steering Council comprising a Governor-appointed representatives serves as the GLBSRP board; the program director is housed within the Council office. There are three main components to the GLBSRP; (1) State grants; (2) region-wide demonstration and technology transfer; and, (3) in-house management and support.

STATE PROJECTS

A grant is awarded annually to each GLBSRP State to retain a project leader knowledgeable about biomass energy on the staff of each State energy office. State offices perform resource assessment, demonstration projects and provide technical assistance. Additional information is available from each State biomass program manager.

REGIONAL PROJECTS

The GLBSRP also manages projects with region-wide benefits. All demonstration and development projects must address commercially viable technologies and include substantial cost-sharing. Universities and industries from throughout the region are the primary recipients of GLBSRP funding. Projects are selected through an annual Request for Proposals process.

An On-Farm Biogas Casebook has recently been completed as part of this process. Other reports describing the outcome of completed projects, as well as other publications concerning biomass energy issues are available from the GLBSRP.

The GLBSRP also helps sponsor local and regional renewable energy conferences and workshops organized by non-profit associations within the seven State region.
